Ethical Issues of Genetic Engineering in Crops.

        Special Issue Description

        The Nuffield Council on Bioethics (NCOB) has published two reports on the social and ethical issues raised by the use of genetically modified crops (1999 and 2004). Their main ethical arguments are summarised in this presentation. Five ethical concerns have been raised about GM crops: potential harm to human health, potential environmental damage, negative impact on traditional farming practices, excessive corporate dominance, and the technology unnaturalness. The NCOB examined these claims in light of the principles of general human welfare, human rights preservation, and justice. In terms of unnaturalness, it concluded that GM modification did not differ from conventional breeding in such a way that it is morally objectionable in and of itself. However, the potential for significant benefits in developing countries (improved nutrition, improved pest resistance, increased yields, and new products) meant that there was an ethical obligation to responsibly explore these potential benefits to contribute to poverty reduction, improve food security, and profitable agriculture in developing countries. The NCOB concluded that these findings were consistent with any reasonable precautionary approach. In particular, when taking a precautionary approach, the risks associated with the status quo, as well as any risks inherent in the technology, must be considered. These ethical requirements have implications for technology governance, specific mechanisms for allowing small-scale farmers to express their preferences for traits selected by plant breeders, and mechanisms for the diffusion of risk-based evaluations.
